(1) The Minister is a
corporation sole.
(2) The Minister has
in his or her corporate capacity all the powers of a natural person.
(3) A document
apparently bearing the common seal of the Minister will be presumed, in the
absence of contrary evidence, to have been duly executed by the Minister.
