A person is eligible for appointment as the President or a Deputy President of
the Commission if—
(a) the
person is the Senior Judge or another Judge of the Court; or
(b) the
person's qualifications, experience and standing in the community are of a
high order and appropriate to the office to which the appointment is to be
made.
