declaration under subsection (1).
(4) Before revoking a
declaration, the Minister must—
(a) give
the operator at least two months written notice of the proposed revocation

(b) give
the operator a reasonable opportunity to make written or oral submissions to
the Minister in relation to the proposed revocation.
