(1) No person shall
remove any explosive from any Government magazine unless the prescribed fees
for inspecting or testing the explosives have been first paid to the Director.
Maximum penalty: $750.
(2) Explosives shall
not be delivered from a Government magazine until the Director has certified
in writing that all fees due to the Director with respect to the explosives
which it is desired to remove have been paid, and that the explosives are in a
satisfactory condition.
