Any person who wilfully obstructs or impedes any health surveyor in the
execution of his duties under this Act, or by any gratuity, bribe, promise, or
other inducement prevents, or attempts to prevent, the due execution by such
health surveyor of his duty under this Act, shall be liable to a penalty not
exceeding two hundred dollars.
