The manager of a correctional institution must make available for purchase by
prisoners such items of personal use or consumption as may be prescribed, and
may make available for purchase any other items that the manager thinks fit,
but withdrawals of money for the purchase of items made available under this
section are at the discretion of the manager in accordance with
section 31.
