If no decisions are made by a family care meeting as to the arrangements for
securing the care and protection of the child, or if such decisions are made
but are not implemented or complied with, the Minister will, if of the opinion
that the child is at risk and that an order under Division 2 is required to
secure the child's care and protection, take out an application under Division
2.
