COLLECTIONS FOR CHARITABLE PURPOSES ACT 1939 - SECT 11
(1) An application for
a licence under this Act must be made to the Minister.
(3) The Minister may,
in his or her discretion, grant or refuse a licence to any applicant and will
not be liable to any proceedings whatsoever as a consequence of any refusal.
