(1) If the Council or
the Minister classifies a publication Unrestricted, the Council or the
Minister (as the case may be) may impose a condition that the publication not
be sold, displayed for sale or delivered unless it is contained in a sealed
package.
(2) If the Council or
the Minister classifies a publication Category 1 restricted, the Council or
the Minister (as the case may be) may impose a condition that the publication
not be sold, displayed for sale or delivered unless it is contained in a
sealed package made of plain, opaque material.
