assistance or advance moneys to Aboriginals within the meaning of the
Community Welfare Act 1972 , as amended, or to recognised Aboriginal
groups for such purposes and upon such conditions as the Trust thinks fit:
Provided that no assistance shall be granted and no moneys shall be advanced
under this section to any member of the Trust or, except with the consent of
the Minister, to any relative of a member of the Trust.
