For the purposes of this Act and of any other Act, a later Act will be taken
to be substituted for an earlier Act, or a provision of a later Act will be
taken to be substituted for a provision of an earlier Act, when the earlier
Act or provision is repealed or superseded and the later Act deals with the
same matter as the Act or provision so repealed or superseded, whether it
deals with the matter in the same or some other manner, and whether it deals
only with the matter or with other matters also.
