No person other than a traditional owner is entitled to call into question the
validity of an act or determination of the Minister on the ground that there
has been a failure to comply with a requirement of this Act as to consultation
with traditional owners, or as to the obtaining of approval from, or the
stipulation of conditions by, traditional owners.
