(a) an application for punishment for
contempt has been filed; and
(b) the court considers that the respondent is
likely to abscond or otherwise withdraw from the court’s jurisdiction.

The court may issue a warrant for the respondent’s arrest and detention in
custody until the court hears the charge unless the respondent gives security
satisfactory to the court for the respondent’s appearance in person to
answer the charge and to submit to the court’s decision.
