(1) Each person whose presence is necessary to enable the court to adjudicate
effectually and completely on all matters in dispute in a proceeding must be
included as a party to the proceeding.
(2) The court may order a person to be
included as a party whose presence as a party is necessary to enable the court
to adjudicate effectually and completely on all issues raised in the
proceeding.
(3) A person who is required under this rule to be included as a
plaintiff or applicant and does not consent to be included in this way may be
included as a defendant or respondent.
(4) The court may dispense with a
requirement under this rule for a person to be included as a party.
