(1) The
"user pays principle" is the principle that all costs associated with the use
of a resource should be included in the prices of the goods and services
(including government services) that result from the use.
(2) In deciding
what are the costs associated with the use of a resource, an amount received
from a government as a subsidy, incentive payment, grant or similar payment,
that would otherwise reduce the costs, must be disregarded.
