(2) The
constitution shall be consistent with the provisions of the basis of union.
(3) Notwithstanding subsection (2) and notwithstanding any other provision
contained in this Act or in the basis of union, the assembly may amend, alter,
repeal or replace the constitution adopted by the assembly from time to time
in accordance with provisions contained in the constitution in that regard.
