6 Who is a responsible adult

A
"responsible adult" , for a child, is an adult who—

(a) is the child’s parent, step-parent or guardian; or

(b) has parental rights and responsibilities for the child.

Example of responsible adult under paragraph (b)—

an adult who is an aunt or uncle of a child, living with the child
