23A Loose smoking blend must be sold in packages

(1) A supplier must not sell loose smoking blend except in a package.

Maximum penalty--140 penalty units.

(2) A supplier must not sell loose smoking blend in a package containing less than 15g of loose smoking blend.

Maximum penalty--140 penalty units.
