SUBCONTRACTORS' CHARGES ACT 1974 - SECT 17
17 Power to proceed in absence of person against whom proceedings brought
The court may proceed to hear and determine an action or a dispute in the
absence of any person to whom an originating process or application is
directed upon proof on oath of the service thereof.
