(1) A by-law made under the repealed Act and in force immediately before the
commencement of this section continues in force under this Act, subject to
amendment or repeal by a by-law under this Act.
(2) Despite section 130, if
there is an inconsistency between a by-law made under section 130(1) and
by-law made before 1 November 1989 (an
"existing by-law" ) and in force immediately before the commencement of this
section, the existing by-law prevails to the extent of the inconsistency.
