38 Prescribed fees
(1) An applicant for an application or referral must pay the prescribed fee,
if any, for the application or referral.
(2) The tribunal must not take any
action on an application or referral until the fee is paid.
(3) Subsection
(2) does not prevent the tribunal directing the principal registrar to accept
or reject an application or referral under section 35 .
