(1) The purpose of this division is to avoid the duplication of proceedings
where the existence or non-existence of a de facto relationship is relevant in
2 or more proceedings.
(2) This purpose is achieved by allowing applications
to a court for a declaration about the existence or non-existence of a de
facto relationship.
