Who is the controller of a meter
632 Who is the controller of a meter
(1) The
"controller" , of a meter, is the person who owns the meter.
(2) However, if
the owner has arranged with someone else for the other person to operate and
maintain the meter for measurement purposes, the other person is the
"controller" of the meter while the arrangement is in force.
