(a) refuse to be sworn or to make an affirmation; or
(b) refuse to answer a question the tribunal requires the person to answer; or
(c) fail to produce a document, if the person was notified under the rules to produce the document at the tribunal hearing.
Maximum penalty--20 penalty units.
