23 Provisions that are administered only by local governments

(1) The following provisions of this Act are to be administered and enforced by local governments and not by the State--

(a) section 39(1);

(b) chapters 3 and 4;

(c) chapter 6, other than section 159.

(2) This section is subject to section 25.
