22 Provisions that are administered only by the State

(1) The following provisions of this Act are to be administered and enforced by the State and not by local governments--

(a) sections 34, 37, 38 and 39(2) to (4);

(b) chapter 5;

(c) section 159;

(d) chapter 7, part 4.

(2) This section is subject to section 25.
