(a) a person makes a complaint about the
administration, management or operation of a State educational institution;
and
(b) in the chief executive’s opinion, the complaint is not frivolous or
vexatious.
(2) The chief executive must—
(a) investigate the complaint; or
(b) cause the complaint to be investigated by an appropriately qualified
officer of the department.
Note—
Under section 432, the chief executive
may delegate the chief executive’s functions under this section to an
appropriately qualified officer of the department.
