Failure to approve application taken to be refusal343 Failure to approve application taken to be refusal
If the administering authority fails to decide whether to approve or refuse to approve an application for the issue of a transitional environmental program within the time it is required to make a decision on the application, the failure is taken to be a decision by the authority to refuse to approve the application at the end of the time.
