(1) This section applies if, under an agreed delivery arrangement, an
authority holder is to deliver an environmental offset in whole or in part by
a proponent-driven offset.
(2) It is a condition of the authority that the
authority holder must comply with the agreed delivery arrangement, including
the agreed offset delivery plan.
