(1) In deciding whether to order the transfer, the court must have regard to
the following matters—
(a) whether there are any child protection orders for
the child in force in the participating State;
(b) whether any other
proceedings relating to the child are pending, or have been heard and decided,
under a child welfare law in the participating State;
(c) where the matters
giving rise to the proceedings happened;
(d) the place of residence, and
likely future place of residence, of the child, the child’s parents and
other persons significant to the child.
