(1) The chief executive may appoint a person to be an honorary officer.
(2)
However, the chief executive may appoint a person to be an honorary officer
only if, in the chief executive’s opinion, the person is appropriately
qualified to be an honorary officer.
(3) An honorary officer, while
performing the function of an honorary officer, is taken to be employed by the
chief executive.
