   HARBOURS AMENDMENT BILL 1993


                  EXPLANATORY NOTES


Short Title
  Clause 1 states the short title of the Act.


Amended Act
  Clause 2 declares the purpose of the Bill as amending the Harbours Act
1955.


Insertion of new s.184A
   Clause 3 sets out the body of the amendment to the Harbours Act. It
removes any constraint that would otherwise exist by virtue of Part IX of
the Harbours Act in relation to certain arrangements between a person (not
being a Harbour Board or the Queensland Sugar Corporation) and a
Harbour Board. The arrangements would be for the provision by that
person of facilities for loading sugar in bulk, or the controlling, managing,
operating and maintaining of such facilities by that person. For the section
to apply, the arrangements have to be approved by the Governor in Council.
