  BUSINESS LICENCE DEREGULATION
   (MILKSELLERS AND FISH BUYERS)
        AMENDMENT BILL 1993


                     EXPLANATORY NOTES

                     PART 1--PRELIMINARY

  Clause 1 Sets out the short title of the Bill.
  Clause 2 Provides for the Act to commence on a day to be fixed by
proclamation.



PART 2--AMENDMENT OF DAIRY INDUSTRY ACT
                 1989

  Clause 3 Provides for the Dairy Industry Act 1989 to be amended as set
out in this Part.
  Clause 4 Removes reference to milksellers.
  Clause 5 Removes reference to milksellers.
  Clause 6 Allows regulations to be made to control the supply of milk to
milksellers.



  PART 3--AMENDMENT TO FISHING INDUSTRY
   ORGANISATION AND MARKETING ACT 1982

  Clause 7 Provides for the Fishing Industry Organisation and Marketing
Act 1982 to be amended as set out in this Part.

  Clause 8 Removes the definition of "restricted buyer" and inserts the
definition of "fish retailer".
  Clause 9 Removes reference to "restricted buyer" and involves a minor
redraft of parts of the section for clarity.
   Clause 10 Removes reference to a "restricted buyer" and substitutes a
reference to a "fish retailer". Minor redrafting of the subsections has been
carried out for clarity.
   Clause 11 Provides protection to fish retailers as previously given to
restricted buyers.
