Appropriation Bill 2008
Objectives of the Amendments
The proposed amendments to Schedule 1 and 2 of the Bill are to reflect the
appropriate 2008-2009 Votes for the Public Service Commission and the
Department of the Premier and Cabinet's Administered Items. The
proposed amendments do not change the total Vote for 2008-2009.
Consistency with Fundamental Legislative Principles
The proposed amendments comply with the fundamental legislative
principles.

The Premier has been consulted on the proposed amendments.
Notes on Provisions
Schedule 1 and Schedule 2
Schedule 1 and 2 lists all departments and their Vote 2008-2009.
The 2008-09 Vote for the newly established Public Service Commission
must now be amended by $3.540 million, representing the allocation in the
Department of the Premier and Cabinet's Administered Vote for the

Service Delivery and Performance Commission function being transferred
to the new Commission. The total aggregate Vote for the State Budget
2008-09 remains unchanged.
As indicated in the Explanatory Notes to the Appropriation Bill 2008, the
Office of the Public Service Commissioner and the Service Delivery and
Performance Commission were amalgamated into a single organisation
(the Public Service Commission). The Public Service Bill to establish the
Public Service Commission was passed in Parliament during Budget week
(4 June 2008) and received Royal Assent on 11 June 2008 (Act No. 38).
The Act commenced 1 July 2008. As the Public Service Commission has
now commenced operations it is necessary to amend the Appropriation Bill
2008 to fully reflect this.
The amendment to the Bill will reduce the Department of the Premier and
Cabinet Vote by $3.54 million to a total 2008-2009 Vote of $294.807 million
and increase the Public Service Commission total 2008-2009 Vote by $3.54
million to $8.810 million.
