Clause 1. This Act may be cited as the State Counter-Disaster Organisation 3

`Meaning
`6A.(1) A "disaster" is an event that causes or threatens to cause any of 15
the following-- 16
(a) widespread or severe property loss or damage; 17
(b) widespread or severe human injury or illness; 18
(c) loss of human life. 19
`(2) The event may be natural or caused by human acts or omissions. 20
`(3) Without limiting subsection (1), the event may be any of the 21
following-- 22
(a) a flood, earthquake, seismic sea wave, cyclone, storm, tornado, 23

eruption or other natural happening; 1
(b) an explosion, fire, gas leak, fuel or oil spill or any accident; 2
(c) an infestation, plague or epidemic; 3
(d) a failure of, or disruption to, an essential service or infrastructure; 4
(e) an attack against the State.'. 5
