3.(1) Section 13 (heading)-- 8
omit, insert-- 9
`Quorum and deciding questions' 10
(2) Section 13, `of such members as shall be present other than the 11
speaker and when the votes shall be equal the speaker shall have the casting 12
vote'-- 13
omit, insert-- 14
