be necessary to do something under this part, the notice is 13
taken to have been given. 14
`(4) This section applies despite anything in an instrument. 15

relevant entity means any of the following-- 17
(a) the State; 18
(b) a government entity; 19
(c) an officer, employee or agent of an entity mentioned in 20
paragraph (a) or (b); 21
