`Powers,
`40A.(1) The powers, rights and immunities of the Legislative Assembly 14
and its members and committees are-- 15
(a) the powers, rights and immunities defined under an Act; and 16
(b) until defined under an Act--the powers, rights and immunities, 17
by custom, statute or otherwise, of the Commons House of 18
Parliament of the United Kingdom and its members and 19
committees at the establishment of the Commonwealth.1 20
`(2) In this section-- 21
"rights" includes privileges.'. 22
