Northern Territory Consolidated Regulations Northern Territory Consolidated Regulations(1) Each officer who assists in the conduct of a referendum and each scrutineer must make and subscribe a declaration in accordance with Form 3 in Schedule 1 before an adult witness.
(2) The omission of an officer or a scrutineer to make and subscribe a declaration under this regulation is not grounds for setting aside a referendum.
