The master of a vessel exceeding 25 metres in length intending to enter the Port shall, not later than 24 hours before his estimated time of arrival at the Channel Rock Buoy, radio to the Harbourmaster -
(a) notice of that estimated time of arrival; and
(b) whether he will require the services of a pilot.
