POLICE ADMINISTRATION (FEES) REGULATIONS - REG 3

Other fees

    (1)     The fees specified in Column 2 of the Schedule are fees for the other services (which may be provided by the Police Force) specified in Column 1 of the Schedule.

    (2)     A fee shall not be charged for services provided in respect of a sporting or entertainment event except where more than 2 members are present at the event to carry out duties.

    (3)     For the purposes of this regulation and the Schedule:

"for each half hour or part thereof" means the period of time during which services are provided in respect of a sporting or entertainment event calculated forward to or back to the nearest half hour.

services provided in respect of a sporting or entertainment event means the carrying out of duties by members, or the provision of support services, for and in relation to the holding of a sporting or entertainment event and, in particular, includes:

        (a)     policing the area, whether or not an enclosed area, where the event is to take place;

        (b)     policing an area designated as a car park, controlling traffic at an entrance to or exit from the event or designated car park and controlling traffic which is using routes specified to be used in relation to the event;

        (c)     policing the immediate vicinity outside the area where the event is to take place; and

        (d)     planning and administering a strategy in relation to the event.

"sporting or entertainment event" means a sports or other event organised or promoted for the purpose of making a profit except where the Commissioner is satisfied that the whole of any profit is to be applied to a purpose that is charitable, benevolent, philanthropic or beneficial to the community.

"support service" means a police aircraft, a police car, a police horse, a police motorboat, a police motorcycle or a police van provided to enable a member to carry out duties in respect of a sports or entertainment event, but does not include a vehicle used only to transport a member to the area where the member will carry out those duties.

"travelling time" means the period of time reasonably taken:

        (a)     by a member to travel from a police station; or

        (b)     for the transportation or operation of a support service from the place where it is kept,

to the area where services in respect of a sporting or entertainment event will be provided and includes the time reasonably taken to return from that area to the police station or place when the services of the member or support service are no longer required.
