Northern Territory Consolidated Regulations Northern Territory Consolidated Regulations(1) A person must not manufacture explosives except under and in accordance with the terms and conditions of a licence.
Maximum penalty: 40 penalty units.
(2) This regulation does not apply in relation to the filling of safety cartridges in the manner prescribed in regulation 81.
