Where the Authority refuses to issue an Authority Certificate on an application under section 20(1) or vary a Certificate on an application under section 23, the applicant may not again apply under that section for the issue or variation, as the case may be, of an Authority Certificate in respect of the land or part of land to which the original application related, except with the permission in writing of the Minister.
