A council member is (subject to conditions and limitations determined by the council) entitled to payment or reimbursement of reasonable expenses for travel and accommodation necessary for:
(a) attending a meeting of the council, a local board or a council committee; or
(b) attending to business of the council in accordance with a prior resolution of the council.
