(1) A person may apply to the Port Corporation for a licence for the purposes of the carrying on of a business of a stevedore within the Port.
(2) An application under subsection (1) shall be in an approved form.
(3) The Port Corporation shall consider an application made under subsection (1) and may grant or refuse to grant a licence, subject to such conditions, including as to its duration, as it thinks fit and endorses on the licence.
(4) In considering an application under subsection (1), the Port Corporation may have regard to -
(a) whether the applicant is a fit and proper person to possess the licence;
(b) the applicant's experience, equipment and financial position;
(c) the standard of the applicant's equipment, efficiency, skill and ability to provide services; and
(d) any other matter it thinks fit.
