Where, under this Act, the Land Council is required to take or consent to the taking of any action in relation to the Land Trust, the Board, the sanctuary or the marine park, it shall not take or consent to the taking of that action unless it has first consulted all, or the relevant, traditional Aboriginal owners and is satisfied that -
(a) the traditional Aboriginal owners understand the nature and purpose of;
(b) the traditional Aboriginal owners have had a reasonable opportunity to take advice and express their views on; and
(c) a majority of the traditional Aboriginal owners have consented to,
the proposed action.
