STOCK (ARTIFICIAL BREEDING) ACT REPEAL BILL 1998

Mr PALMER (Primary Industry and Fisheries): Madam Speaker, I move that the bill now be read a second time.
The purpose of this act is to repeal the Stock (Artificial Breeding) Act. This act has fallen into disuse, there being only one person that takes artificial insemination, as covered by the act. There are no breeding centres or likelihood of any being established in the Northern Territory.
This act could be seen as having some anti-competitive provisions. There was a public interest at the time of enactment in licensing operators and centres, but with greater reliance on quality management and trade legislation, this is no longer a matter into which the government needs to intrude. This government is strongly of the view that unnecessary legislation should be repealed. Industry agrees that there is no longer need to retain this piece of legislation. Any requirements to maintain standards and protect industry will be addressed by market forces, administrative procedures and other legislation. The bill makes consequential amendments to the Stock Diseases Act and the veterinary regulations. The requirement of certifying semen for use in other states or overseas will be undertaken administratively by the chief inspector of stock.
