RACING AND BETTING AMENDMENT BILL 1999

I move that the Bill be read a second time. Last week I introduced a package of legislation proposing the formation of the Northern Territory Licensing Commission and other structural changes to the Department of Industries and Business. The Racing and Betting Amendment Bill was intended to be part of that package but instructions for the printing of that bill were not given and hence this Bill was not introduced as required. I do so now.
This Bill would make consequential amendments to the Racing and Betting Act that are necessary as a result of the repeal of the Racing and Gaming Authority Act. The principal amendment is to change the method of appointment of the Chair of the Racing Commission. Currently the Act provides that the Chief Executive Officer of the Racing and Gaming Authority is the Chair of the Commission. It is proposed that the Racing and Gaming Authority be abolished. As a result this Bill provides for the appointment of the Chair of the Racing Commission by the Minister.
As noted this Bill should be considered as part of the package introduced last week that would establish the Northern Territory Licensing Commission and make other changes, and I commend the Bill.
