FISHERIES AMENDMENT BILL 2001

Mr Deputy Speaker, I move that the bill be now read a second time.
Consistent with this government’s history of the progressive reallocation of fisheries resources from the commercial sector to recreational interest in areas of significance to recreational fishing, Cabinet approved in principle the closure of Darwin Harbour and Shoal Bay to the coastal net fishery and to establish a license buy-back scheme to complement the closure.
The Fisheries Act does not currently provide for such an action and this bill provides an amendment to provide an additional general power to the minister to establish a license buy-back scheme in a prescribed fishery. This bill will continue to enhance our record as responsible managers of the Territory’s fish and aquatic resources. The proposal to enable the closure of Darwin Harbour and Shoal Bay to the coastal net fishery with license buy-back has been discussed with and is supported by the recreational and commercial fishing sectors.
I commend the bill to the Assembly.
