Notwithstanding clause 5, an inflatable boat that:
(a) is less than 5 metres in length, and
(b) is not a tender,is exempted from carrying a bucket, a bailer, a torch, an anchor, a fire extinguisher, a compass, drinking water, a map and a chart.
